Some 60 more lots are planned for the <br /> unplatted 30 Acres remaining, and it is anticipated that these will <br /> be platted and ready for market over the next 12 months. <br /> The most desirable of the remaining lots, on the rise to <br /> the north and easterly portions of our clients' land, are also the <br /> closest to the proposed site of the new quarry. It would be a <br /> significant waste of the natural beauty and resources of this <br /> portion of our County, and serious reduction of enhanced property <br /> values for the County and the Village, for this proposed quarry <br /> extension to destroy the appeal and market value of these homesite. <br /> Therefore, this application has serious fiscal, as well <br /> as aesthetic, implications for the County, Village and Township. It <br /> should be given careful consideration, with full public <br /> participation that has not yet been possible. <br /> The notice given for today's hearing, while technically <br /> sufficient, has not been nearly adequate to alert Village residents <br /> and other nearby landowners of the implications of granting this <br /> conditional use. Moreover, even if all interested parties were <br /> aware of this application, the application materials on file as <br /> late as 4: 15 P.M. this afternoon do not begin to satisfy the <br /> Standards for approval of a conditional use imposed by Sec. <br /> 10.255(2) (h) of the Ordinances, which require that: <br /> 1. the operation of the conditional use will not be <br /> detrimental to, or endanger the public safety, comfort, <br /> or general welfare; <br /> 2. the uses, values and enjoyment of other property in <br /> the neighborhood for purposes already permitted shall be <br /> in no foreseeable manner substantially impaired or <br /> diminished; <br /> 3. the normal and orderly development and improvement <br /> of the surrounding property will not be impeded; and <br /> 4. adequate access roads and provisions for ingress and <br /> egress have been furnished, to minimize traffic <br /> congestion. <br /> None of the materials on file so far even addresses these issues, <br /> all of which obviously relate to the impact of the expanded quarry <br /> on the adjacent residential property of our clients and other <br /> neighbors. <br />
