ORklet TtLtaHONt
4106.4146-91100
TOWN OF VIENNA
O$ci e!c►
• RnuTt I - befrentst.wIs. 8911:92
January 6, 1993 , JAN 1 1993
flECE v i
ZONING Div.
Village of Waunakee
Planing & Zoning Commission
Committee Members
Dear Commission Member:
I am sure you are aware that the Town of Vienna is in the process
of a review of a conditional use permit application (# 1041 ) ,
which if approved by Dane County, would allow mineral extraction
on a site in section 34 of the Town of Vienna. We are now aware
that a small portion of that proposed site may fall into a mile
and a half area of the current Village of Waunakee boundry.
Please be informed that the Town of Vienna has serious concerns
and questions on how the Waunakee Planning and Zoning Committee
responded to this question, but not limited to your
recommendation.
We feel this may indicate a serious need to reconsider the
cooperation and communication between your committee, the Village
of Waunakee, and the Town of Vienna. We understand and accept
Village growth needs and concerns. As that growth increases
the Town continues tr ro in r('..r1 of the ability to plan and
govern areas over which the Village has some authority, but
are primarily serviced and the responsibility of the Town.
I, and the Board, were completely unaware that this was an item
of discussion or that a recommendation would be made by your
committee. This recommendation was determined with no contact
• of any Vienna Board member, Plan Commission member, the
Petitioner, Payne & Dolan representitive, or the Town office.
The question. was not raised at a W.W.D.V.S. meeting. The
recommendation was made prior to Vienna 's schedualed public
hearing on the question. Our office became aware of your action
the afternoon of our schedualed public hearing by a second hand
source and later confirmed by Al Geurts, the Village Engineer.
We also were not advised, questioned, or contacted in what seems
to be opposition of the Waunakee School Board to this request.
Our Board does not reject your position- as we have no knowledge
of why that position was chosen. The Town has asked for more
time in giving a Town position, but may well have benifited
from the facts and knowledge your committee and the Waunakee
School Board used in forming their response- prior to our public
hearing. Please be advised that the Town has a great amount
of research and solicited written information which may also
