Application by the Village of Mount Horeb for a Special Exception <br /> Permit to straighten or change the course of the West Branch of the <br /> Sugar River to provide room for the construction of a new sewage <br /> treatment plant, located in the SEA SE4 of Section 14 and the NE4 <br /> NE4 of Section 23, Township of Blue Mounds. <br /> IN FAVOR: Mr. Witte, Village President, presented drawing of pro- <br /> posed site. Village had been advised to place the site below the <br /> proposed new highway location. Straightening of river would allow <br /> a more efficient site. Question: Erickson: Has site approval and <br /> zoning change been made? Site approval not necessary. Zoning <br /> change is pending at January hearing. <br /> OTHERS IN FAVOR: Al Lust, Village Trustee, existing stream now <br /> carries all of discharge from the village, and at times would have <br /> no water at all if it were not for the plant. Straightening of <br /> course would provide better flow. Max Koletzke, Village Engineer, <br /> straightening would provide better flood control. Presented letter <br /> from Regional Planning Commission in favor of petition. Question <br /> of odor control; at present odors permeate down through the valley. <br /> New plant will prevent overloading as at present, and odor will not <br /> be as noticeable. The entire facility will be fenced. Nearest <br /> residence is 1 mi. from site. Mr. Elmer Connely presented a question <br /> about denial of petition at the last hearing. Chairman Erickson <br /> stated that the Village or its representative had not appeared at <br /> the hearing and the petition was automatically denied. - The village <br /> has the right to re-appeal. <br /> OPPOSED: Benford Jelle. Proposed site is very close to his <br /> property, objects to this location. May prohibit sale of his <br /> property for private residences. Question: Erickson: Is there <br /> any possibility of hooking into proposed sewage system? Not known. <br /> Do you receive odors from present plant? Yes, very definitely. <br /> TOWN BOARD: Reconsidered their former stand and stated their <br /> approval in granting the Special Exception Permit. <br /> #156. Appeal by Irving Quam from denial of a permit to erect a sign in <br /> the NW1/4 NE4 of Section 36, Township of Dunn. Permit denied because <br /> distance from intersection is less than required by the Dane County <br /> Zoning Ordinance. <br /> Appellant was not present. <br /> #157. Appeal by David Johnson from denial of a permit to build a multi- <br /> family residence on part of Lot 37, Maple Lawn Heights, Township of <br /> Fitchburg. Permit denied because lot area is less than required by <br /> the Dane County Zoning Ordinance. <br /> IN FAVOR: Bob Price, representing Mr. Johnson, presented developme t <br /> plan.
