Digmann for a Special Exception Permit as pro- vided by Section 10.16 (7) (g) of the Dane County Zoning Ordinance to install drain tile around his property and to a drainange ditch at the headwaters of the Yahara River; in part of the 5 NA of Section 4, Township of Windsor. IN FAVOR: J. Digmann, purpose is to install tiling around residence to prevent flooding of basement, have an estimation of 16" of water in basement without pumping or drainage and am using three sump pumps 2L hours a day. There is a 1. ' 10" drop from basement floor to level of creek. Plan to use 2" rock around tile outlet to prevent erosion etc. Tile will be approximately 30' from septice tank, tile will be solid with sealed joints in run away from house. Application by the Madison Metro .Sewer District for a Special Exception Permit to construct and repair dikes located in part of the M4 3W% Section 29 and the Nal 3E4, Section 30, Township of Blooming Grove. IN FAVOR: Jim Nempke, engineer for the Metro Sewer District; The district has had problems with dikes and breakages since approximately 1969, which have caused fish kills in the adjoining river and lakes. Later problems caused dikes to subside because of peat bottom; sludge is being contained by improvised dikes which are impossible to work on in the spring because of their unstable condition. Purpose of work is to: 1. Provide a work area to stabalize the dike sections, by reloca- tion of channel. 2. Prevent future spills. 3. Provide working surface for removal of sludge. New purposed pro- gram is to return sludge to farm land and until this program is fully implemented, the lagoons will have to be used. Our request is to make possible a test of the engineering techniques we will utilize. . D.N.R. has been informed and has made inspections.
