Application by the Madison Metro .Sewer District for a Special <br /> Exception Permit to construct and repair dikes located in part of the <br /> M4 3W% Section 29 and the Nal 3E4, Section 30, Township of Blooming <br /> Grove. <br /> IN FAVOR: Jim Nempke, engineer for the Metro Sewer District; The district <br /> has had problems with dikes and breakages since approximately 1969, <br /> which have caused fish kills in the adjoining river and lakes. Later <br /> problems caused dikes to subside because of peat bottom; sludge is being <br /> contained by improvised dikes which are impossible to work on in the <br /> spring because of their unstable condition. Purpose of work is to: <br /> 1. Provide a work area to stabalize the dike sections, by reloca- <br /> tion of channel. <br /> 2. Prevent future spills. <br /> 3. Provide working surface for removal of sludge. New purposed pro- <br /> gram is to return sludge to farm land and until this program is fully <br /> implemented, the lagoons will have to be used. Our request is to <br /> make possible a test of the engineering techniques we will utilize. <br /> .
