4 <br /> February 7, 1992 <br /> Zoning Committee <br /> c/o Dane County Land Regulation & Records <br /> Room 116 City-County Building <br /> Madison, WI 53709 FEB 0 1992 <br /> Dear Zoning Committee, <br /> I am unable to attend the February 11 , Public Hearing. <br /> Therefore, I am writing to you regarding Zoning Appeal #5233 <br /> by Jim and Debra Valeria to rezone a current 20.5 acre A2 <br /> property into two 5 acre parcels zoned A2(4) and one 10.5 <br /> acre parcel zoned A2(8). The sole purpose of this zoning <br /> change is to sell the 5 acre parcels as homesites. <br /> This matter was presented at a public hearing to the Town <br /> of Cottage Grove Planning Committee in January. At this <br /> hearing, residents of the area spoke against the petition. <br /> The Planning Committee recommended denial . When the matter <br /> came before the Town Board on February 3, they came to a <br /> split decision and rescheduled the petition for the February <br /> 17 meeting. Even though I am not a resident of Cottage Grove <br /> Township, I .attended these two meetings. I feel I and my <br /> family will be directly affected by this zoning change. My <br /> property is located just across Deerfield Road from the Ualerias ' . <br /> My biggest concern is that if these parcels are allowed to <br /> be split off and developed that it will open the door for <br /> poorly planned development of agricultural land in this area. <br /> With this development, I am concerned about the safety of <br /> Deerfield Road. Currently, Deerfield Road would probably be <br /> be described as having low traffic volume. However, a 14 lot <br /> RH1 zoned subdivision, plotted in the late 1970s and located <br /> on Deerfield Road, has just recently started to develope. <br /> This number of additional homes will undoubtedly have a <br /> tremendous impact on the neighborhood. The potential additional <br /> car traffic resulting from these homes could be estimated at <br /> a minimum of 28 more cars using Deerfield Road. This development <br /> is being promoted to people who want to own horses, as most <br /> likely will the two parcels rezoned by the Ualerias. Being <br /> these are only 2 to 3 acre parcels, one can assume these horses <br /> will be ridden on the area roads. Assuming two horses per <br /> homesite, this totals 28 more potential horses on the road. <br /> Deerfield Road already recieves horse traffic from several <br /> boarding stables nearby, including the Ualerlas' , and local <br /> property owners (myself included). Deerfield Road currently <br /> presents a hazardous area for interaction between cars and horses, <br /> bicycles, pedestrians and farm equipment with its present <br /> traffic volume. The road hat very narrow, if any shoulder, <br /> and very steep banks. This is especially true on the Northern <br /> half. The construction of this road offers very little area <br /> for an equestrian, pedestrian or bicyclist to get out of the <br /> way of a vehicle. I speak from experience. Also, on the <br /> northern half is a very steep, blind hill and a somewhat blind <br />
