Page 2. <br /> Agenda Item: Banner for Fire Department <br /> The Fire Department has requested a permit to place a banner over Main Street to advertise the Free <br /> Festival. This request is subsequent to the placing of the banner,as they were not aware of the need for <br /> permission. <br /> Imo MOTION: (Bean, Thunstrom) to grant approval of the Fire Department request to <br /> permit a banner over Main Street for the Festival. Motion carried 6,0,0. <br /> Agenda Item: Parade of Homes Signs <br /> Jane Bowers was present to request permission to place signs to direct people to the Parade of Homes. <br /> These signs would be placed on Village easement by the Cottage Grove State Bank, at the entrance to <br /> Taylor Street, and at the entrance to the subdivision. <br /> MOTION: (Thunstrom, Sargent) to grant approval of the request to permit placement <br /> of signs for the Parade of Homes. Motion carried 6,0,0. <br /> Agenda Item: Preliminary Plat Review -North Lawn Estates - Revised Map <br /> J <br /> Andrew Homburg, Homburg Development, Inc., was present to describe the changes made to the <br /> Preliminary Plat for the proposed subdivision of the 40 acre parcel located north of Crawford Plat and <br /> west of CTH N in the Village of Cottage Grove. The Preliminary Plat map presented is made a part of <br /> the minutes. <br /> The revised plat is a residential subdivision, with planned development of 9 multi-unit dwellings, all <br /> four-units located along the north and central part of the plat; 32 duplex lots, located along CTH N, <br /> along the southern plat boundary, and surrounding the four unit lots; and 43 single family units. This is <br /> a total of 143 dwelling units, decreased from the number originally shown on an earlier plat map <br /> presented at the public hearing. The other changes made were to meet Fire Department and Village <br /> Engineering requirements and suggestions. The final change was to change the location and size of the <br /> parkland dedication. The park was shifted slightly to the north, and is now at 6.5 acres. The because <br /> the total dedication would be at 9.581 acres (143 dwelling units @ .067 acres each), there will also need <br /> to be fees-in-lieu of parkland dedication. <br /> Mr. Homburg reiterated that he will request three phases for development, with the entire plat developed <br /> within a 4-5 year period. The first phase will include the approximate eastern 1/3 of the lots, 11 <br /> duplexes and 21 single family. The second phase is the duplex lots and multi-family lots to the north, <br /> and the last phase is the western-most part. <br /> Mr. Homburg noted that the size of most lots were modified, especially those along the Koch Pipeline <br /> easement which were made deeper to allow for more suitable building. He also showed the placement <br /> of sidewalks through the plat to meet the Village requirements. <br /> -.00) <br />
