Appeal by Covance, Inc. for a variance from maximum allowable height of <br /> structures within Dane County Regional Airport Height Limitation Zone as provided by <br /> Section 78.03 to allow construction cranes and addition to existing building at 3301 <br /> Kinsman Boulevard in the W 1/2 SE 1/4 Section 29, City of Madison. <br /> IN FAVOR: B. Hamilton OPPOSED: --- COMMUNICATION: FAA, <br /> DOT,Dane County Airport <br /> KAY/KLOPP to grant with conditions variance of 13.2 feet from maximum height of <br /> structures within airport height limitation zone to allow addition to existing building, also <br /> to grant with conditions variance of 142 feet from maximum height within airport height <br /> limitation zone to allow construction crane. <br /> Conditions: <br /> 1). Light and mark the crane in accordance with FAA Advisory Circular, 70/7460-1, <br /> Obstruction Lighting and marking. (Flag and red obstruction light). <br /> 2). Lower the crane during the hours of darkness and when not in use. <br /> 3). Lower the crane when weather conditions at Dane County Regional Airport are such <br /> that arriving and departing aircraft must use instrument landing procedures. <br /> 4). Notify the airport in advance of raising any crane so the airport can issue the <br /> appropriate Notice to Airman (NOTAM). <br /> 5). At least seventy-two (72) hours prior to preconstruction meeting and/or construction <br /> start, the contractor shall notify the System Management Office,Manager Technical <br /> Support. The contractor should request to have an AF representative attend this meeting <br /> for the purpose of identifying all FAA facilities, their associated critical areas, their <br /> associated cables (power& control) and schedule shutdown of these facilities, if runways <br /> are to be shut down as a result of the proposed work. <br />• 6). The contractor shall be responsible for locating utility lines and hand digging to <br /> locate FAA cabling and shall provide adequate provisions to protect all FAA cables <br /> exposed during the proposed work. The sponsor/contractor shall be responsible for <br /> notifying the Airway Facility SMO at the project preconstruction meeting should cable <br /> relocation be necessary. <br /> 7). Any damage to FAA cables, access roads, or to FAA facilities during the construction <br /> will required the contractor to replace the damaged cables, access road or FAA facilities <br /> to the AF SMO'S requirements, and at the contractor's expense. <br /> 8). Lower the crane when not in use. The temporary crane does not raise minimums and <br /> the sponsor must contact the ATCT at 608 244-5691 prior to erecting the the crane in the <br /> morning and when lowering at the end of each day. <br /> 9). Obstruction lights shall be placed on the highest elevations of the existing and future <br /> building and shall be maintained in working order. <br /> 10). DCRA operations staff shall be notified 72 hours in advance of any temporary crane <br /> usage for issuance of NOTAMS DCRA. <br /> 11). Prior to preconstruction meeting, DCRA, Air National Guard, Army Guard and Air <br /> Traffic Control Tower be notified. <br /> Finding of fact: <br /> 1). Applicant proposes a 136,000 square foot addition to existing building. <br /> 2). Property is located within City of Madison however, Dane County retains Airport <br /> Height Limit Jurisdiction. <br />
