September 6, 1991 <br /> Bill Fleck, Zoning Administrator 1991 <br /> Dane County Zoning Department <br /> Room 116 cr <br /> City-County Building <br /> Madison, WI 53709 <br /> Dear Mr. Fleck <br /> Re: Conditional Use Permit # 952 - Mineral extraction, west of <br /> 6156 Lincoln Road <br /> We are writing to oppose the proposed conditional use permit and <br /> strongly urge your office to deny this request. Our reasons for <br /> opposing this permit are detailed below and are a result of <br /> attending a lengthy public hearing before the Town of Oregon <br /> Planning Commission on August 13, 1991. <br /> The proposed mineral extraction site occurs on a section of <br /> Lincoln Road which is heavily travelled, especially during <br /> commute hours. Vehicles typically drive at high rates of speed <br /> (50-60 mph) and visibility is reduced by the curves at either end <br /> of the road. Within the last several years, two separate <br /> accidents have occurred resulting in 4 fatalities, indicating <br /> that this is already a dangerous section of county road. These <br /> safety problems would be made considerably worse by intentionally <br /> adding slow-moving, turning, heavy gravel trucks to this area of <br /> road. <br /> Numerous questions were raised at the town meeting regarding the <br /> potential amount of noise produced at the proposed site and the <br /> volume of truck traffic using the site. The developers were <br /> unable to provide estimates of these factors, but one informed <br /> estimate indicated as many as 100 dump truck loads per day might <br /> be removed from the site. This is simply an unacceptable <br /> situation, given the safety problems already existing on this <br /> road. <br /> Developers of the site indicated that gravel extraction will <br /> occur below the water table, but have not been able to provide <br /> any information regarding potential effects on underground water <br /> supplies or wells in the general area. Clearly any water <br /> problems generated by this operation will eventually be evident <br /> in the local water supply (consider the current well problems <br /> caused by nitrate and Atrazine applied to the ground) . Further <br /> assessments are needed to ensure that the water resources of the <br /> local area are preserved, before such an operation is initiated. <br /> The disposition of the site after completion of the mineral <br /> extraction is also unknown. The developer indicated that long <br /> term plans call for development of a golf course and housing <br /> development, with the old extraction site being used as a lake. <br />
