• <br /> DANE COUNTY <br /> AGRICULTURAL, ENVIRONMENT AND LAND RECORDS COMMITTEE <br /> Interim Mineral Extraction Site <br /> Protection Policy <br /> Purpose <br /> - To protect existing and potential mineral extraction sites from <br /> incompatible urban development. <br /> - To minimize conflicts between mineral extraction and other activities. <br /> - To establish a more comprehensive mineral extraction policy, which seeks <br /> not only to control extraction, but prevent development from interfering <br /> with future access to these important minerals. <br /> Policies <br /> 1 . Zoning staff is to notify the AELR Committee and town of each petition <br /> for zoning change to residential or commercial use which is within 1 <br /> mile of an existing mineral extraction site (non-conforming or <br /> conditional use permit) . <br /> 2. The town in consultation with the zoning staff is requested to notify <br /> the owner/operator of the site to determine if the proposed development <br /> would have any adverse effect on the operation. <br /> If the extraction site is no longer active, action will be taken to <br /> remove the site from the zoning map, unless there is potential for other <br /> minerals in the area. <br /> 3. The committee, as a matter of policy, will not recommend approval or act <br /> favorably on a conditional use permit until the town and committee <br /> specifically agree that the development will not negatively impact <br /> future access to the mineral resources. <br /> 4. RPC staff is requested to assist the committee in mapping mineral <br /> resources and delineating protection areas, as well as drafting policies <br /> to protect these resources. Mapping, policies and implementation <br /> measures will be developed in consultation with the committee, <br /> individual towns, zoning staff, Wisconsin Geological and Natural History <br /> staff as well as local mineral extraction operators. <br /> 5. Towns are requested to work with RPC staff in reviewing the mapping and <br /> draft policies. Towns are encouraged to add to plan policies which deal <br /> both with protecting the mineral resources for future extraction as well <br /> as control of mineral extraction operation and their eventual <br /> reclamation after the mineral extraction is completed. <br /> As with any plan amendment, there should be local public hearings and <br /> presentation of amendments for county approval . <br /> APPROVED (4-1) -- JANUARY 30, 1989 <br /> by the Agriculture, Environment and Land Records Committee <br /> TLS: lel <br />
