Smiley '✓S r <br /> 7'JL <br /> Director of Community and Regional Development Planning <br /> DATE: April 4, 1990 <br /> RE: Zoning Petition 4702 — Town of Vermont <br /> This is a proposed single family housing site in the Town of Vermont , which <br /> appears to meet the town/county policy criteria for approval of the rezoning. <br /> We noted the existence of an old stone quarry to the north across CTH J , and <br /> that approval of the residential rezoning could preclude reopening the quarry. <br /> On December 9, 1989, this quarry site had been considered for reopening to <br /> supply materials for STH 78. At this public hearing, town officials and <br /> residents stated strong opposition to reopening the quarry, and the <br /> application for Conditional Use Permit #795 was withdrawn by the applicant . <br /> In the deliberations on Petition 4702, questions were raised concerning the <br /> " Interim Mineral Extraction Site Protection Policy" as adopted by the AELR <br /> Committee. This particular quarry does not fit the criteria of "existing" in <br /> this policy since it is neither non—conforming nor does it have a conditional <br /> use permit . Thus, the quarry site is not "active" according to the policy, <br /> and the town has taken a position against reopening the site. The town has no <br /> specific policies on mineral extraction. <br /> In the committee discussion of March 27, 1990, members noted the Dane County <br /> Regional Development Guide policy related to mineral extraction. That policy, <br /> in the Environmental Protection section of the Guide, reads as follows on page <br /> 53: <br /> "15. To identify mineral , sand and gravel resources in <br /> Dane County, and ensure that urban development does <br /> not prevent or obstruct access to an adequate future <br /> supply of these materials. " <br /> There has not been a complete inventory of mineral resources in the Town of <br /> Vermont ; however , there are other alternative sites available which have <br /> permits. There appears to be a limited amount of material remaining to be <br /> mined from this site. There is strong town opposition to reopening the quarry <br /> site. Therefore, there does not appear to be a strong public policy need to <br /> retain this quarry site for future use. <br /> • <br /> TLS: lel <br /> RPC <br />
