STAFF REPORT PDI GRAEF <br /> DATE: Tuesday, December 16, 2008 <br /> TO: Town of Windsor Plan Commission <br /> CC: Tina Butteris - Town Clerk/Treasurer <br /> Amy Anderson Schweppe - Town Operations Manager <br /> Matt Fleming-Town Attorney <br /> FROM: Larry Witzling, Erin Ruth -Town Planners <br /> RE: Holland Fields Lot 11 Townhouse Development- Site Plan Review <br /> BACKGROUND: <br /> Property Owner: Gene Harbort <br /> Location/Address: Holland Fields, Lot 11 - at intersection of Julian Way&Circle Tram Way <br /> Area: 1.664 acres <br /> Agent: Gene Harbort <br /> Existing Zoning: R-4 Residence District <br /> Proposed Zoning: R-4 Residence District(no change) <br /> Future Land Use Plan: Traditional Single-Family Residential <br /> PROJECT DESCRIPTION: <br /> Holland Fields, Lot 11 will ultimately consist of 15 townhouse units in four buildings.There will be seven 2- <br /> bedroom units,and eight 3-bedroom units. Each unit will include a two car garage.The applicant stated <br /> construction can begin as soon as December, 2008 with build out complete by 2010. <br /> STAFF RECOMMENDATION: <br /> Staff recommends APPROVAL of the proposed Holland Fields, Lot 11 Development with the following <br /> conditions: <br /> 1) The applicant supplies decorative prairie style garage doors to all front loading garages. <br /> 2) The applicant maximizes the number of side loading garages. <br /> ANALYSIS/ DISCUSSION: <br /> Site Layout <br /> The units in Holland Fields, Lot 11 are designed with living room spaces and large windows oriented toward the <br /> rear of the site,to capitalize on pleasant views of the designated open space/wetland area west of the site. <br /> While unconventional,this layout successfully takes advantage of the aesthetic attributes provided by the site. <br /> The downside to this configuration is that elements often placed at the rear of the site(garages, kitchens,etc.) <br /> now face the street.As a consequence, each unit's two car garage provides the dominant design feature along <br /> the street frontage,and front entries are partially hidden or placed on the side of the buildings. <br />
