Shary Bisgard, Chairperson <br /> May 23 , 1989 <br /> Page 2 <br /> Park land and recreational areas are clearly allowable under <br /> the governmental uses condition of the Al District and are <br /> appropriate for the area. <br /> At this time, it is foreseen that the governmental uses <br /> contemplated by the Town of Middleton will be the Town Hall <br /> building site, potentially the Sheriff' s facility, and the entire <br /> recreational facility as presented. Ball diamond lights are not <br /> part of the current plan and will not be until discussed at public <br /> hearing and voted on by the appropriate authorities . <br /> Through the Town of Middleton' s presentation, the site plan and <br /> the information provided at the public hearing, we suggest that all <br /> of the standards of s . 10 . 255 ( 2 ) (g) are present : <br /> 1 ) The Town' s conditional use will not be detrimental to or <br /> endanger the public health , safety, comfort or general welfare-- <br /> conditional use by the Town of Middleton has been reviewed and <br /> monitored by the licensed architect and Town Engineer. All aspects <br /> of the Town' s plan are to provide a first class facility and <br /> recreational area for the benefit of the residents of the Town of <br /> Middleton and all of its immediate neighbors . All Town, County and <br /> State rules and regulations will be complied with. <br /> 2 ) This conditional use shall promote and enhance the <br /> neighborhood. This area shall create a public usage for all of its <br /> Town residents with amenities and usages that should enhance all <br /> property values of the area. <br /> 3 ) The Town' s conditional use will not impede the normal and <br /> orderly development and improvement of the surrounding property. <br /> 4 ) Adequate utilities , access roads , drainage and additional <br /> site improvements have been or are being provided. The Town <br /> Engineer has studied the access to the property, has found the <br /> roads to be adequate for this plan, investigated the waste disposal <br /> options for the property and found all to be adequate and suitable <br /> for this development. The licensed architect has submitted <br /> drainage plans with the site plans and has found those to be <br /> adequate. <br /> 5 ) There is adequate ingress and egress so as to minimize the <br /> traffic congestion in the public streets . The Town Engineer has <br /> studied the location of access areas and the adequacy of the <br />
