•
do eighty units of nice buildings or I could, we could cram em'
in, ya know, I think the law is what, twenty units an acre?
Sixty four on the three acres or eighty on the seven and a
half . . . . the other, the only thing I could think of would be a
grocery store or sumpthin' or ah ya know like a Quik Trip or
sumpthin' in the other back part of it. . . . It' s almost down
there where you could put mini-warehouses on the back side, ya
know, there' s a million things ya could put under that zoning
which you could put in that. . . . I mean you could put ah a truck
terminal down there. " At this point one of the other gentleman
involved said you could put in a "Mr. Mac' s Truck Stop. "
In a statement regarding opposition that Mr. Gilbert has faced
before, he stated, " . . . it' s not fun, I ' ve done ah gone through
zoning and each project ah I ' ve just finished one it' s called
Bishop Hill I bought the land from the church across from East
Towne. I started that three years ago and I ' ve been through a
hundred meetings, I ' ve been through meetings where they took,
believe it or not they even took the third grade classes and
patrolled them up there in they in the quarters of Dane County up
there. Na, I ' ve been through everything. . . . but the land is zoned
R4 and the purpose of R4 is to build apartment buildings. "
Plan Commission meeting on September 11 , 1989
A discussion of what was a quality apartment resulted in the
statement by myself that we had seen some of the apartments that
Mr. Gilbert had built. Mr. Gilbert responded by saying "No you
haven' t. "
After two meetings, Mr. Gilbert had 1 . threatened to put up
a grocery store, mini-warehouses, a Uuik: Trip or a truck terminal
if we opposed his development and 2. suggested that I was not
speaking the truth. It is difficult to negotiate with someone
who has this attitude.
Town Board meeting September 19, 1989
I made reference to an article by Scott Lautenschlager, business
reporter, in the Money section of the July 20, 1989 Wisconsin
State Journal . In that article, Bradley Legreid, executive
officer of the Madison Area Builders Association stated in regard_
to the building of apartments in Dane County that developers are
trying to "pull back the reins" before a glut develops. The
article also stated that apartment construction permits in Dane
County outside Madison had dropped "25% during the first half of
this year. The articles opening paragraph was "Madison saw
strong business for home-builders during the first six months of
this year, but construction of apartments slowed because
developers apparently are perceiving less demand for new units. "
I made the conclusion that there was certainly a profit to made
with single family homes. I also made mention of the fact that
an offer of $70, 000 was made to one of the four gentlemen
involved by Jack Raufman of Col l aday Point and that offer would
