The application indicates that this rezoning <br /> is being requested to facilitate more intensive commercial <br /> r` development of the lands south of Nesbitt Road. The staff of the <br /> Planning Unit requests that this rezoning not be approved at this <br /> time because the lands in question are located partially within an <br /> area recommended for consideration as permanent open space in <br /> Madison's draft Peripheral Area Development Plan. <br /> Madison's draft Peripheral Area Development Plan recommends that a <br /> corridor of permanent open space be established between the Cities <br /> of Madison and Verona, and identifies Planning Area W5 as the <br /> proposed location for this corridor. (See attached Map. ) Because <br /> of their high visibility, maintaining the open space <br /> characteristics of lands along U.S. Highway 18/151 is considered <br /> especially important to preserving a sense of separation between <br /> the two urban areas. <br /> The open space separation between the Madison and Verona urban <br /> areas has been given a relatively high priority by the Madison <br /> Plan Commission, and preliminary contacts with the City of Verona <br /> indicate support for the open space concept in that community <br /> also. In order to reduce the pressures for preemptive development <br /> in this corridor, the draft Peripheral Area Development Plan <br /> recommends that the City of Madison not take actions that would <br /> encourage or facilitate Madison's urban development south and west <br /> of the current City limits (into recommended Urban Expansion Area <br /> W4) until specific plans have been prepared to ensure that <br /> important open spaces will be protected, and until issues related <br /> to establishing a permanent boundary and separation between the <br /> Cities of Madison and Verona are resolved. <br />
