Owner must designate a local agent who is <br /> authorized to act on behalf of and in the absence of the Owner to <br /> assure compliance with these provisions and to assure that an <br /> authorized representative of Owner can report to the Parcel in a <br /> reasonably prompt manner if contacted by town or ether heal <br /> county officials regarding complaints, problems, occurrences, <br /> disturbances, etc. The local agent must reside within 30 miles <br /> of the parcel. Owner must submit to the Rutland Town Clerk and <br /> to the Dane County Clerk, a written designation of the local <br /> agent and the address and telephone number where the agent can be <br /> reached during the day, on evenings and on the weekends, prior to <br /> any use of the Parcel for dog racing activities . Notices to the <br /> local agent are complete on mailing. <br /> V. MISCELLANEOUS PROVISIONS. <br /> A. Run With Land. These restrictions shall constitute <br /> covenants running with the land and shall be binding upon all <br /> parties now owning any part of the Parcel, their successors, <br /> heirs and assigns. <br /> B. Enforcement .
