Stapay, Park Superintendent <br /> Subject: Lake Waubesa/Libby Road Certified Survey <br /> I strongly recommend rejection. of this certified survey. <br /> This 9 acre property . and the adjacent :190 acre .WARF property <br /> ' constitute the last large private parcel on Lake Waubesa, <br /> containing nearly one mile of lakeshore. The property adjoins <br /> Lake Farm County Park to the north. This whole strip of lake- • <br /> • shore contains woods; wetlands, open . meadows, and hilltop • <br /> overlooks - a beautiful mix of natural shoreline. Furthermore, <br /> the shoreline in this' area is known to be a major archeological • ' <br /> s site, as indicated by professional surveys in Lake Farm Park. <br /> It is expected that archeological sites would also . be found <br /> on the proposed survey site and on the WARF property. <br /> • <br /> • By any objective criteria for evaluating . open space potential <br /> • in . the Madison area, this section • of lakeshore would •rate <br /> as a top priority for preservation. . Because the land was <br /> not expected to urbanize in the near future, there has been <br /> • no consideration of how this area should be• developed or how <br /> the lakeshore should be treated. • <br /> This type . of development is. the most troublesome of exurban <br /> lot divisions because it develops the best open space land <br /> without any knowledge of what type of urban development may <br /> occur there. Efforts to preserve parks, environmental corridors <br /> and greenbelts will always fall short of their objectives, <br /> if we continue to allow development of prime open space outside <br /> the urban area. <br /> This entire lakeshore is within the urban service area. If <br /> it is appropriate to consider any development, then I believe <br /> it is most appropriate to consider full urban development <br /> and the open space necessary under that scenario. Until that <br /> scenario can be considered, I recommend rejection of the <br /> certified survey. <br /> • <br /> • Daniel R.
