Other uses to be covered under this conditional use permit and rezoning would
include a possible future concession stand serving park users, sale of bait
and rental of "boats", planned additional picnic areas, parking areas a
trails. The existing "Camp Wakanda" building and site which formerly housed
P
the Department of Natural Resources Southern District offices, may be used for
group recreation activities, conferences, education and training, and/or
offices dependant upon future needs and demands. These uses may not neces-
sarily be directly related to the state park. Future use could also include
rental of Department owned housing to non-department employes.
Project Background
Governor Nelson State Park was created in 1975. It was first called Lake
Mendota State Park. The park now encompassed 412 acres along the northwest
side of Lake Mendota. A Master Plan and Environmental Impact Statement (EIS)
were completed in 1975. The current plans for the park are as conceptualized
in the original plan and EIS.
Establishment of the park was supported by many area organizations and groups
including the Town of Westport and Dane County, the latter contributing
$200,000.00 toward park costs.
In 1975, when the park was established, zoning was Residential (R2, 3 and 4)
and Recreational (RE-1 ) . This zoning permitted municipal buildings, and
public parks, and in the recreational area boat liveries, sale of bait, ski
slides, recreational camps, campgrounds, and concession stands.
Control of needed park lands and funding were only recently received delaying
the original 1979-1981 development time table.
The development project has been discussed with local residents and the Town
of Westport which recently approved several road abandonments and a road
reconstruction needed for park development.
Time Schedule for Development
Completion of Preliminary Plans May-June 1985
Completion of Contract Documents Julys 198585
Bid Date
Award of Contracts September 1985
Completion of Construction September 1986
Park Opening Spring 1987
1 Future Picnic Areas, Parking Lots, etc. As needed
4
