2 <br /> I refer you to the Dane County Code of Ordinances, Chapter 10 Zoning, Section <br /> 10.255 Zoning Committee, Paragraph (2) Conditional Uses, Sub Paragraph (g) Standards: <br /> No application for a conditional use shall be granted by the Zoning Committee unless <br /> such committee shall find that ALL of the following conditions are present: <br /> 1. That the establishment, maintenance, or operation of the conditional <br /> use will not be detrimental to or endanger the public health, safety, <br /> comfort, or general welfare. <br /> I submit that a conditional use for a commercial recycling facility <br /> would be very detrimental to and would seriously endanger the public <br /> safety, comfort and general welfare. <br /> 2. That the uses, values and enjoyment of other property in the <br /> neighborhood for purposes already permitted shall be in no <br /> foreseeable manner substantially impaired or diminished by <br /> establishment, maintenance or operation of the conditional use. <br /> I submit that the uses, values and enjoyment of other property in <br /> the neighborhood for purposes already permitted would be substantially <br /> impaired and diminished by the conditional use. The dollar value of <br /> every piece of residential property nearby would be greatly reduced. <br /> Enjoyment certainly would disappear with the necessity of living with <br /> and driving and walking by the recycling center and competing with its <br /> big truck traffic to get onto CTH "N". <br /> 3. That the establishment of the conditional use will not impede the <br /> normal and orderly development and improvement of the surrounding <br /> property for uses permitted in the district. <br /> I submit that the conditional use would impede the normal and orderly <br /> development and improvement of the surrounding property for uses <br /> permitted in the district. Existing residents would certainly not be <br /> inclined to improve, upgrade or perhaps even properly maintain their <br /> properties and the vacant residential land would probably be made <br /> worthless because no one would choose to build in a neighborhood with <br /> a commercial recycling facility across the road. <br />
