If you don't mind, I'll provide a little more detail. <br /> Last week's meeting had five Autumn Pond property owners in attendance including myself. Joe Spahn was in <br /> attendance representing the Spahn family. The tone of the meeting was cordial with Joe Spahn speaking first to the Plan <br /> Commission(PC), explaining his desire to continue operating status quo for the foreseeable future, maintaining roughly <br /> 50-80 head on his property, Lot 31. Although the CUP by default is for unlimited animals,Joe Spahn indicated the family <br /> was not looking to increase the number of cows housed on Lot 31. <br /> I then spoke on behalf of the APHOA, reiterating our concerns with regards to runoff from Lot 31 and the negative effect <br /> on our common property and pond. Additionally, I presented a petition signed by the majority of Autumn Pond home <br /> owners/lot owners asking the town to reject the CUP. I tried to impress on the plan comission that the zoning on Lot <br /> 31 has been A2-(4) since 2008(allowing for 1 large animal per acre)when the plat was approved and signed by the <br /> town,county and the land owner. Joe Spahn mentioned that the family has no intent on selling Lot 31 currently and <br /> therefore the intended current use should be considered, not the intended use when it was platted in 2007. Joe Spahn <br /> did acknowledge that Lot 31 and the 80 acres south of Enchanted Valley Road would be sold some day. <br /> There was considerable discussion among the PC members about approving the CUP but with restrictions such as: <br /> • Eliminating or minimizing pasturing of the cows. <br /> • Requiring the cows to be kept in the barn yard where manure could more easily be managed. <br /> • Requiring Spahn's to construct a holding area for runoff during heavy rain events. <br /> • Limiting the CUP to no more than 5 years. <br /> 2 <br />
