r JUN 25 18 .•, %,
State of Wisconsin \ DEPARTMENT OF TRANSPORTATION =,may mai
4.3'or Togo
June 24, 1986 TRANSPORTATION -DISTRICT 1
2101 Wright Street
Madison,WI 53704-2583
Olaf J. & Elinore Swenson
• 5202 E. Buckeye Road
Madison, WI 53704
C PlfDear Mr. & Mrs. Swenson:
My staff and I have completed our review of your request to change the access
to USH 12 and 18 from your 43 acre parcel south of the highway and east of CTH
"AB". Present access to USH 12 and 18 is by way of a temporary special
crossing which was granted at the time the highway was relocated in order to
ease any disruption and inconvenience you would have had in continuing to farm
your land north of the highway. The 33 acre parcel to the north had no access
from the side-road and had been landlocked by the relocation. Therefore, one
private driveway is permitted. Presently a farm implement dealer is occupying
the land north of the highway.
USH 12 and 18 is a principal arterial with a 1984 traffic count in excess of
6,000 vehicles each day. As such, our Access Spacing Guide indicates that
there should be no private access to the roadway. This is done in
consideration of safety for the motorist using the highway and also for those
using a driveway to such a high speed, high traffic roadway. We consider
access by any other route as preferable to creating such a hazard. The only
private driveways that were granted when we relocated the highway were to
parcels that would otherwise have been landlocked. We also allowed temporary
special crossings to help farmers, such as yourself, continue to farm land
that the highway severed.
In reviewing your request, my staff was concerned with the safety aspects of
the proposal. They recommended that for the safety of all involved, including
anyone using the driveway, that access to the parcel created in subdividing
your land be from CTH "AB". I concur with the recommendation and therefore
cannot approve your request to change the special crossing to a private
driveway.
I know this does not satisfy your desires, but please consider the safety of
everyone involved. If you have additional questions, I will be happy to
discuss them with you. My phone number is 246-3803.
Sincerely,
Wm. T.
