. <br /> seven aircraft at one time ludicrous and totally inconsistent <br /> with Mr. Weiman's initial explanation of its intended use. <br /> #2. This conditional use permit would become void if Mr. Weiman <br /> should sell or transfer the property or move the airstrip from <br /> its current location on his property. <br /> Our intent with this restriction was to have the new owner <br /> reapply for airstrip use indicating type of plane, flying <br /> credentials, etc. Mr. Weiman indicates the FAA controls airspace <br /> and that the air rights are passed on to the new owner. This may <br /> be true, but you, the Dane County Zoning Commission, control the <br /> use of the land. <br /> As to the location of the proposed airstrip, we feel it is <br /> already extremely close to our home and any further movement of <br /> an east-west runway to the south would create additional safety <br /> hazards. Although Mr. Weiman's current intentions as stated in <br /> his letter are not to move the airstrip, without such a <br /> restriction there would be nothing to prevent him from doing so <br /> in the future. To date, we have seen no safety evaluation made <br /> by any individual or organization qualified to evaluate such <br /> matters. <br /> In his letter of 6-5-86 to his neighbors, Mr. Weiman himself has <br /> expressed concerns for safety, asking that children, visitors, <br /> pets, etc. be kept away from the proposed airstrip. <br /> #3. All landings are to be made in a west to east direction and <br /> all takeoffs in an east to west direction. <br /> Again this restriction relates to safety considerations. If Mr. <br /> Weiman takes off from west to east or lands from east to west, <br /> that would place his aircraft extremely close to our home while <br /> in the air. We feel this poses an unacceptable safety hazard. <br /> Mr. Weiman cites the FAA regulations in regard to takeoffs and <br /> landings as dictated by wind direction and speed. However, he <br /> does not provide the regulation number that governs this. <br /> Further Mr. Weiman has not provided any recommendations from the <br /> aircraft's manufacturer as to short landings and takeoffs. <br /> Although we do not know the exact model or year of manufacture of <br /> Mr. Weiman's aircraft, we have enclosed sample copies of charts <br /> taken from a manual dated May, 1982 for the Cessna model 172P <br /> relating to short field landings and takeoffs. These charts are <br /> for paved, level , dry runways. However in the notes accompanying <br /> these charts, figures are given for calculating the distances on <br /> grass runways under various temperature, wind and weight <br /> conditions. Again these charts do not necessarily apply to Mr. <br /> Weiman's particular aircraft but they do point out that such <br /> information is available. Because Mr. Weiman's property is <br /> approximately 900 feet deep, we feel charts such as these would <br /> be useful in assessing the safety of the proposed airstrip. <br /> #4. Mr. Weiman will continue to hangar his aircraft elsewhere. <br />
