Department of Planning and Development
Planning/Inspection/Real Estate/Community Development/Economic Development
City of George E. Austin, Director
Madison
rj•,
rz:zr December 17, 1986
Mr. Lyman F. Anderson; Chair
Dane County Agriculture, Environment and
Land Records Committee
c/o Dane County Zoning and Land Records
Room 116; City-County Building
Madison, WI 53709
SUBJECT: Zoning-Petition No: 3860, -Menard's; Inc:;
8091 Mineral -Point -Road
Dear Chairman Anderson:
The City of Madison has reviewed the zoning petition for 16 acres in
the Town of Middleton for the development of a Menard Home
Improvement Center located on the south side of Mineral Point Road,
just west of the West Beltline interchange. The rezoning is from A-
1 - Agriculture to C-2 - Commercial District.
The City of Madison strongly opposes this rezoning.
This parcel is bisected by the Central Urban Service Area, but is not
served by sanitary sewer or public water supply. The Town of
Middleton currently has no plans to extend those services. Zoning to
allow a 50,000 square foot retail home improvement center as an
unsewered development at this location is inconsistent with the
adopted County Land Use Plan. Zoning for such new urban development
should be planned and timed to permit urban services and facilities
to be provided as economically and efficiently as possible. Neither
the Town, City or County have made adequate plans in this area for
further urban expansion west of the Beltline. Allowing this rezoning
and use now is premature and as unsewered development will make it
more difficult and costly to extend urban services in an orderly
fashion in the future when plans for urban expansion are completed.
Madison Municipal Building
215 Monona Avenue
Madison,Wisconsin 53710
608 266 4635
