ARTICLE III . REVIEW BOARD. <br /> The architectural and design review referred to in these <br /> Declarations will be by the "Review Board" which will consist of <br /> the members of the Town Board of the Town of Westport. The Town <br /> Board may appoint a committee consisting of the members of the <br /> Town of Westport Planning Commission to advise the Town Board. A <br /> simple majority of the members of the Review Board shall <br /> constitute a quorum, and all action of the Review Board shall be <br /> taken by a majority vote . <br /> The Declarant has not made himself a member of the Review <br /> Board because he is confident that the Town Board or its <br /> appointees will adequately perform the duties imposed upon the <br /> Review Board and, therefore, Declarant, by virtue of this <br /> document, assigns to the Town of Westport all rights that the <br /> Declarant could retain by law to impose and enforce the <br /> covenants, relating to the use of the Parcel, and Purchaser, by <br /> executing these Declarations , acknowledges all rights herein <br /> given to the Town of Westport and the Review Board and agrees to <br /> be bound by these Declarations for themselves , their successors <br /> and assigns. <br /> ARTICLE IV. REGULATION OF IMPROVEMENTS . <br /> A. APPROVAL REQUIRED. No improvement shall be erected, placed <br /> or altered on any land subject to these Declarations until <br /> the architectural design of the proposed improvement <br /> together with the landscaping plan has been approved in <br /> writing by the Review Board based on a preliminary rendering <br /> of such proposed improvement and a general landscape plan <br /> -3- <br />
