A zoning permit has been issued (Zoning Permit No. 2856, 1999) for the construction of the proposed <br /> garage on the rear of the lot, shown in Attachment B. As noted above, a small portion of this garage (845 <br /> s.f.)will include an area to be used as an expansion of the existing tavern use. <br /> C. Site/Locational Information <br /> The subject property parcel number is 0607-024-0245-1, located at 8205 Klevenville-Riley Road, in part <br /> of lots 5 through 12, Block 2, of the Sugar River Station Plat, and in part of the NE 1/4 of the SE 1/4 of <br /> Section 2 in the Town of Springdale in the unincorporated hamlet of Riley, about 230 feet west of the <br /> intersection of Klevenville-Riley Road and CTH J. <br /> D. Other federal,state or county approvals required <br /> The standard county approvals will apply. A zoning permit is required for the construction of the <br /> proposed garage and small tavern area expansion referred to under item I.B. above. The proposed <br /> concrete driveway and parking area, in conjunction with the area of the proposed garage, present an area <br /> of disturbed ground in excess of 4,000 s.f., a portion of which is on lands in excess of 12 percent grade: <br /> These conditions require that an erosion control plan be prepared and an erosion control permit be issued <br /> prior to the granting of a zoning permit. The erosion control plan has already been submitted, and the <br /> zoning permit for the construction has been granted. <br /> II. ANALYSIS <br /> A. Compliance with County Ordinances <br /> Both Chapters 10 and 14 of the Dane County Code of Ordinances (DCCO) will apply. Chapter 10, <br /> Zoning, s. 10.13(2), of the DCCO outlines the conditional uses of the C-1 Commercial District. The <br /> following three conditional uses contained within s. 10.13(2) of DCCO are being requested in this <br /> petition: <br /> (c) Motels, hotels, taverns,funeral homes and drive-in establishments. <br /> This conditional use is needed to bring the existing grandfathered tavern use into <br /> conformance. <br /> (1) Outdoor amusement parks or other entertainment activity that is open to the public on either a <br /> permanent or temporary basis. <br /> This conditional use is needed to allow for and bring into conformance the annual Riley <br /> Fest and other seasonal activities such as the summer blue-grass music performances. <br /> (o) Games such as horseshoes,volleyball or similar activities lighted to operate at night. <br /> This conditional use is needed to allow for the proposed expansion of the on-site <br /> activities,particularly the lighted volleyball court. <br /> Section 10.18, Off-Street Parking and Loading, of the DCCO defines the County's parking requirements. <br /> Attachment B outlines the proposed parking and driveway design, which appears to be in compliance <br /> with the s. 10.18. <br /> Dane County Planning and Development Department <br /> Staff Report for Petition No. 1577 Page 2 of 5 <br />
