Chapter 14, Soil Erosion Control and Manure Storage, applies: an erosion control plan and permit are <br /> required for the proposed garage and concrete driveway and parking area. As noted above, the plan has <br /> been submitted and the permit has been issued. <br /> B. Compliance with Adopted Plans <br /> The subject property is in the mapped "Unsewered Development District" of the 1981 Town of <br /> Springdale Land Use Plan/Town of Springdale portion of the Dane County Farmland Preservation Plan. <br /> The plan's policies are outlined by land use type (e.g. residential development, commercial development, <br /> etc.), independent of whether it is sewered or unsewered, and therefore independent of what mapped land <br /> use plan district it is in. The proposal appears to reasonably comply with the plan's policies relating to <br /> commercial development. <br /> The proposal seeks to intensify the use of an area of existing development, which supports the general <br /> policy of the 1997 Dane County Land Use and Transportation Plan to promote in-fill development and to <br /> focus future development around existing developed areas. <br /> C. Environmental Features <br /> There is an area of wetlands designated as part of the County's environmental corridors located about 100 <br /> feet north of the subject property at its nearest point, north of Klevenville-Riley Road (see Attachment <br /> A). The Sugar River meanders through these wetlands north of the Military Ridge State Park Trail <br /> recreational corridor owned by the DNR, which is located about 200 feet north of the subject property <br /> and runs northeast-southeast in this particular area. In Dane County, the Military Ridge State Park Trail <br /> runs between the City of Verona, across the northern third of the Town of Springdale, through the Village <br /> of Mount Horeb, to the Village of Blue Mounds. It is primarily a pedestrian and bicycle path comprised <br /> of a crushed-limestone gravel surface. It is also used for cross-country skiing and snowmobiling during <br /> the winter months. <br /> D. Site and Neighborhood Planning Issues <br /> Attachment B is the submitted site plan for this CUP petition. As noted earlier, this graphic has been <br /> reduced in size, so the scale indicated on the site plan is not accurate as portrayed here. There is a new <br /> concrete driveway proposed to be located west of the current nine-stall parking area located immediately <br /> in front of the tavern. The new drive will have access onto the south side of Klevenville-Riley Road. <br /> The proposed concrete drive extends south to the garage depicted in Attachment B and includes 27 more <br /> parking stalls. Three additional employee parking stalls are located on the east side of the tavern. There <br /> is a total of 39 parking stalls indicated on the site plan. For special events (e.g. Riley Fest), there is a <br /> grass-surfaced overflow parking area indicated in the center of the subject property. If needed, additional <br /> parking for this year's one-day Riley Fest will be provided on the Deneen property to the north across <br /> Klevenville-Riley Road (see Attachment A). An agreement between Murphy and Deneen has been <br /> submitted and included in the petition file. No lighting, landscaping, or fencing for the parking lot has <br /> been included in the site plan, but the applicant has verbally indicated that they will be considering such <br /> design amenities before the construction is completed. The town action report indicates that the town is <br /> going to require some temporary treatments (e.g. no parking/trespassing signs, temporary fencing, etc.) <br /> during special events like Riley Fest. <br /> Dane County Planning and Development Department <br /> Staff Report for Petition No. 1577 Page 3 of 5 <br />
