An outdoor volleyball court is being proposed to be located east of the driveway and north of the <br /> proposed overflow parking area and south of Klevenville-Riley Road. The applicant has indicated that <br /> they plan to include two outdoor lights in the vicinity of the proposed volleyball area. These lights will <br /> be angled directly toward the volleyball playing area and away from neighboring property owners. The <br /> applicant has also indicated that they will likely need to put in a high fence and landscaping (e.g. high <br /> shrubs and trees) along the northern border of the subject property between the volleyball court and <br /> Klevenville-Riley Road to contain the activity and protect both the participants on the property and <br /> motorists passing by the property. Staff strongly supports this verbally proposed landscaping and fencing <br /> between the road and the volleyball court. <br /> Drainage and stormwater management issues are addressed in the erosion control plan. <br /> There is a recently completed 7,500 gallon holding tank that has been added to an existing 2,500 gallon <br /> holding tank facility, providing a total on-site sewage treatment capacity of 10,000 gallons. These <br /> holding tanks are located immediately west of the tavern, in the vicinity of the overflow parking area. A <br /> special cap has been included in the design of the new septic facility that will allow vehicles to park on <br /> the ground above the tanks during special events without causing any damage to the tanks below. The <br /> well is located to the east of the tavern. <br /> The unincorporated hamlet of Riley is almost entirely zoned C-1 Commercial, as shown on Attachment <br /> A. The proposal is reasonably consistent with the existing zoning. The Deneen lot across the street is <br /> vacant except for a small garage. The Sugar River and wetlands environmental corridor and the Military <br /> Ridge State Park Trail are located to the north of the Deneen property. Lots to the west and east contain <br /> single-family residences. To the south is the Zweifel farmstead and agricultural lands zoned A-1 <br /> Agriculture. <br /> Special consideration should be given to the single-family residences in the tavern's vicinity. In addition <br /> to the aforementioned volleyball court treatments, landscaping and other buffering techniques should be <br /> considered on all borders of the property adjacent to residentially used properties, unless otherwise <br /> buffered by such structures as the proposed garage and the existing tavern. Consideration should also be <br /> given to performance standards, such as limiting the outdoor hours of operation, particularly in regard to <br /> the outdoor lighting and amplified music. The town and the applicant have already been working on a <br /> draft list of possible performance and design conditions, which will likely be finalized at the <br /> aforementioned town meeting to be held on Monday, July 26, 1999. <br /> E. Public,Local Government,And Agency Input <br /> As noted above, the Town of Springdale addressed this issue at its July 12 and July 19, 1999 meetings, <br /> and partially approved this petition, with some conditions. However, town action on this petition has not <br /> yet been completed: Further discussions are anticipated at a joint meeting of the Town Board and Plan <br /> Commission on Monday, July 26, 1999. As of the writing of this report, written comments have neither <br /> been received from other Dane County agencies nor from neighboring property owners.
