Docket 9170-RX-343 - <br /> company for material storage. The town has approved a plan that adds five buildings with 115 <br /> indoor storage spaces. Based on video surveillance cameras,the OWH site currently generates <br /> 40 vehicular trips per day. After full build-out of the site as proposed,the site would generate a <br /> total of 58 to 88 trips per day. The OWH property can currently only be accessed by the private <br /> crossing located about 475 feet west of the Schwartz Road crossing. <br /> This Schwartz Road crossing is considered a private crossing. There have been attempts <br /> at making the crossing public since about 20004 but public safety concerns kept the public <br /> designation from reaching fruition. As expressed in the docket 9170-RX-120, there were two <br /> concerns with public safety. First,the crossing would provide the only access to the parcel at the <br /> end of Schwartz Road. If a train blocked the crossing, emergency responders would be unable to <br /> reach the parcel. <br /> Although there now exists a secondary private driveway 475 feet from the current <br /> crossing, the Schwartz Road crossing is still the only safe, controlled access to the parcel. The <br /> private driveway intersects the tracks at a skewed 41-degree angle,has an ascending approach to <br /> the tracks, and lacks a turning lane from USH 14. This private driveway makes the cure worse <br /> than the illness. <br /> If Schwartz Road is approved as a public crossing,the WSOR will close the private <br /> driveway.5 However, removal of the private gravel driveway connection and crossing would <br /> land lock the property currently served by the driveway unless another access is provided.
