Section 10.25 Adminstration,Enforcement 'and Penalties <br /> (2) Building Permits. <br /> (a) No new building may hereafter be erected, and no existing building shall be <br /> added to, structurally altered, moved. or changed in use, nor shall any non-conforming <br /> building be repaired, until a building permit has been issued, except as otherwise <br /> Provided.by law or ordinance. <br /> (b) Permits are required for the following: <br /> 1. New construction, structural alterations, change in use and additions to any <br /> existing building, or the moving on or onto the premises of any such building, in all <br /> districts except agricultural. <br /> 2. All of the provisions enumerated in the preceding paragraph shall require permits <br /> in the agricultural district with the exception of accessory buildings used in connec- <br /> tion with farming; provided, however, that when the board of adjustment shall have <br /> authorized an exception to ordinance provisions for such farm building, such construc- <br /> tion shall be covered by permit. - <br /> 3. The repair or restoration of any non-conforming building. <br /> 4. Signs and billboards, except those which advertise a business conducted on the <br /> premises. <br /> (c) The zoning supervisor may require the filing of a scale drawing of the premises, <br /> showing the dimensions of the lot or,parcel, the dimensions of the proposed building; <br /> the distance in feet from the abutting street or highway and from the side and rear <br /> lot lines, the size and location of any existing buildings, and such other information <br /> as he deems necessary. The zoning supervisor shall not be responsible for determining <br /> the location of lot lines. <br /> (d) Applications for permit must contain the following: name and address of the <br /> owner of the property, legal description, size and location of the building to be <br /> erected or moved on or onto the property, proposed use of the building or premises, <br /> type of construction, estimated cost, and such other information as the zoning super- r <br /> visor may require. <br /> (e) Such applications shall be signed by the owner or his duly authorized repre- <br /> sentative or agent; provided, however, that if a prospective owner desires a prior rul- a <br /> ing on a proposed construction or use before consummation of purchase, he may apply for <br /> a permit, and if such permit be denied, he may appeal to the board Of adjustment. <br /> (f) Coincident with the issuing of a permit the zoning supervisors shall prepare a <br /> card, certifying that a permit has been issued. Such card shall bear the same number <br /> as the permit and identify the construction and premises covered by the permit. Such <br /> • <br /> card shall be posted in a conspicuous place on the premises during construction, and <br /> no construction shall be begun until such card is posted. <br /> (g) Fees for huilding permits shall be as follows: <br /> For construction up to and including $500 $2.00 <br /> For construction from $500 to $i3Opa 3.00 <br /> For each $1, 000 of construction over $1,000 1.00 <br /> Maximum fee 20.00 <br /> For any certificate, license or fee not otherwise <br /> provided for 2.00 <br /> Such fees shall be collected by the zoning supervisorat the time the permit is <br /> issued, and shall be accounted for and paid into the general fund of the county as <br /> other moneys collected by the county. The 'county zoning supervisor:• shall issue a re- <br /> ceipt for each fee collected. <br /> (h) Any permit issued pursuant to the provisions of this section shall expire one <br /> year from the date of issuance if construction has not been started within that time. <br /> (3).Zoning Committee. <br /> (a) A zoning committee is hereby created, pursuant to the provisions of 59.97 (2) of <br /> the statutes.
