Section 10.25 Adminstration,Enforcement 'and Penalties (2) Building Permits. (a) No new building may hereafter be erected, and no existing building shall be added to, structurally altered, moved. or changed in use, nor shall any non-conforming building be repaired, until a building permit has been issued, except as otherwise Provided.by law or ordinance. (b) Permits are required for the following: 1. New construction, structural alterations, change in use and additions to any existing building, or the moving on or onto the premises of any such building, in all districts except agricultural. 2. All of the provisions enumerated in the preceding paragraph shall require permits in the agricultural district with the exception of accessory buildings used in connec- tion with farming; provided, however, that when the board of adjustment shall have authorized an exception to ordinance provisions for such farm building, such construc- tion shall be covered by permit. - 3. The repair or restoration of any non-conforming building. 4. Signs and billboards, except those which advertise a business conducted on the premises. (c) The zoning supervisor may require the filing of a scale drawing of the premises, showing the dimensions of the lot or,parcel, the dimensions of the proposed building; the distance in feet from the abutting street or highway and from the side and rear lot lines, the size and location of any existing buildings, and such other information as he deems necessary. The zoning supervisor shall not be responsible for determining the location of lot lines. (d) Applications for permit must contain the following: name and address of the owner of the property, legal description, size and location of the building to be erected or moved on or onto the property, proposed use of the building or premises, type of construction, estimated cost, and such other information as the zoning super- r visor may require. (e) Such applications shall be signed by the owner or his duly authorized repre- sentative or agent; provided, however, that if a prospective owner desires a prior rul- a ing on a proposed construction or use before consummation of purchase, he may apply for a permit, and if such permit be denied, he may appeal to the board Of adjustment. (f) Coincident with the issuing of a permit the zoning supervisors shall prepare a card, certifying that a permit has been issued. Such card shall bear the same number as the permit and identify the construction and premises covered by the permit. Such • card shall be posted in a conspicuous place on the premises during construction, and no construction shall be begun until such card is posted. (g) Fees for huilding permits shall be as follows: For construction up to and including $500 $2.00 For construction from $500 to $i3Opa 3.00 For each $1, 000 of construction over $1,000 1.00 Maximum fee 20.00 For any certificate, license or fee not otherwise provided for 2.00 Such fees shall be collected by the zoning supervisorat the time the permit is issued, and shall be accounted for and paid into the general fund of the county as other moneys collected by the county. The 'county zoning supervisor:• shall issue a re- ceipt for each fee collected. (h) Any permit issued pursuant to the provisions of this section shall expire one year from the date of issuance if construction has not been started within that time. (3).Zoning Committee. (a) A zoning committee is hereby created, pursuant to the provisions of 59.97 (2) of the statutes.
