Section 10._25 Adminstration9 Enforcement and Penalties <br />(1) Zoning Supervisor <br />(a) The provisions of this ordinance shall be administered by or under the direction <br />of the zoning supervisor, who in person or by duly authorized deputy.or assistant shall <br />have the right to enter upon premises affected by this ordinance at reasonable hours <br />for the purpose of inspection. Such zoning supervisor shall be appointed by. the. zoning <br />committee for a term of two (2) years with the approval of the county board and his <br />compensation shall be fixed by the county.board in the same manner as the salaries of <br />other county employees. The zoning committee--may require new appointees to the office <br />of zoning supervisor to serve such probationary period as they deem necessary. <br />(b) It shall be the duty of the zoning supervisor to receive applications for build- <br />ing permits and such other permits or licenses provided in this ordinance, and to issue <br />such permits after. applications have been examined and approved; to inspect buildings <br />under construction for compliance with regulations of this ordinance:, to make periodic <br />inspections.,-to take such action as may be necessary for enforcement of the regulations <br />provided herein;. to attend all meetings of the zoning committee and the board of ad- <br />justment; and to perform such other duties as the zoning committee and the board of <br />adjustment may direct„ <br />(2) Building Permits,. <br />(a) No. new building may hereafter be erected, and no existing. bui -lding shall be <br />added to, structurally altered, moved or changed in use, nor shall any non - -conforming <br />building be repaired„ until a bumlding permit has been issued, except as otherwise <br />provided by law or ordinance. <br />(b) Permits.are required for the following; <br />1. New construction, structural alterations, change in.use and additions to any <br />existing building, or the moving on or onto the premises of any such building, in all <br />districts except agricultural. <br />1 All of the provisions enumerated in the preceding paragraph shall require permits <br />in the agricultural district with.the exception of accessory buildings used in connec- <br />tion with farming; provided,, however, that when the board of adjustment shall have <br />auttorized an exception to ordinance provisions for such farm building, such construe- - <br />shall be covered by permit. <br />3. The repair or restoration of any non-conforming bumldingo <br />4. Signs and billboards, except those which advertise of business conducted on the <br />premises,, <br />(c) The zoning supervisor may require the filing of a. scale drawing of the premises, <br />showing the dimensions of the lot or parcel, the dimensions of the proposed building, <br />the distance in feet from the abutting street or highway and from the side and rear <br />lot lines, the size and location of any existing buildings, and such other information <br />as he deems necessary. The zoning supervisor shall not be responsible for determining <br />the location of lot lines. <br />(d) Applications for permit must contain the following: name and address of the <br />owner of the property, legal description, size and location of the building to be <br />erected or moved on or onto the property, proposed use of the building or premises, <br />type of construction, estimated cost, and such other information as the zoning super- <br />visor may require. <br />(e) Such applications shall be signed by the owner or his duly authorized repre- <br />sentative or agent, provided, however, that if a prospective owner desires a prior rul- <br />ing on a proposed construction or use before consummation of purchase, he may apply for <br />a permit, and if such permit be denied, he may appeal to the board of adjustment. <br />(f) Coincident with the issuing of a permit the zoning supervisor shall prepare a <br />card, certifying that a permit has been issued. Such card shall bear the same number <br />as the permit and identify the construction and premises covered by the permit. Such <br />card shall be posted in a conspicuous place on the premises dunnng construction, and <br />no construction shall be begun.until such card is posted, <br />82- <br />
