rights, and responsibilities of residents of the <br />Village who receive municipal water services from <br />the Village shall be equally applicable to and <br />enforceable against all owners of property lying <br />within the Yellow Zone to the extent the property <br />actually receives water service. The Town shall, <br />upon written request, provide to the Village <br />information concerning the property owners within <br />the Yellow Zone to the extent reasonably necessary <br />to aid the Village in billing and collecting <br />reasonable charges for the water services provided <br />to the property owners. <br />3. The Village shall immediately notify the Town of <br />any emergency or condition which may affect the <br />quantity and/or quality of water provided to the <br />owners of land within the Yellow Zone. <br />4. The Village shall periodically inspect the meters <br />measuring the supply of water furnished and shall <br />request the repair or replacement of any meter or <br />part of a meter which has registered a larger <br />total volume than prescribed by standard Village <br />practice; or which has been in service for a <br />period longer than established. by Village <br />practice; or which is known or suspected to be <br />registering incorrectly. All such repairs or <br />replacements, if made, shall be made by the <br />Village's representatives and the property <br />owner(s) shall pay for all reasonable repairs and <br />replacements made. <br />5. When it is determined that a water meter <br />registered incorrectly, an estimate of the amount <br />of water furnished through the faulty meter shall <br />be prepared by the Village for the purpose of <br />billing the property owner. The estimate shall be <br />based upon the average of 12 preceding readings of <br />the meter, exclusive of incorrect readings. When <br />less than 12 correct readings are available, fewer <br />readings, including some obtained after the period <br />of incorrect readings, may be used. <br />6. The water furnished by the Village shall be used <br />by the property owners in the Yellow Zone at a <br />rate prescribed by and controlled by the Village <br />in accordance with the Rules and Regulations of <br />the Public Service Commission.
