October 13, 2009
Mr Norbert Scribner, Land Division Review Officer
210 Martin Luther King Jr Blvd, Rm 116
Madison, WI 53703
1718 Labrador Rd
Dear Mr Scribner,
OCT 1 3 2009
Dpp ! CCU1N' n: « _N tag k ' OP ENp1
1lRY M.::tit.: T W`.CiiflVt '., i.1ds.rC:'IYy f'l
This is regarding your last letter of September 30th. In order for us to be 'on the same
page', I am requesting to see my file for 1718 Labrador Rd as soon as possible. In addition, I
would like to see the files of the other parcels (A, D, id) on David Cheney's survey map #6441 of
May 29, 1964. Parcel A I believe is 1772 Labrador Rd.
I would also like to have written answers to the following questions:
1) Robert Maier, who sold numerous properties in this area at that time period remembers
that a survey map was sufficient to divide a parcel in 1964. If that is true, please confirm
this. If not, what forms were required to separate a parcel? Which forms are missing
from my file?
2) What were the procedures required to separate a parcel in 1964?
3) Your letter mentions a 'boundary' survey map & requires a 'certified' survey map. Yet
David Cheney, the surveyor of your official map states that a 'certified' survey map was
not required in 1964. In addition, he states that all his maps, including #6441, were
certified. It also appears that the Anthony Thousand survey map, No 4-3872, dated
September 17, 1965 is also certified. Please explain why I need an additional certified
survey map when there are already two on record.
4) Your emails (July 28 & 29, 2008) as well as your letter of July 2, 2008 refer to the
Warranty Deed of September 27, 1969 (which was incorrect) as being the legal entity
prior to the Dane County Land Division Regulations. In addition, during our meeting last
year of August 4, 2008, you admitted that it appeared the property at 1718 Labrador had
indeed been two parcels. Please explain why you consider the corrected Warranty Deed
to be invalid. Please explain why 1718 Labrador Rd is not grandfathered into two
parcels.
Thank you for your time and consideration.
Sincerely,
1
J.
